The training course "Introduction to Competition Regulation for African Aviation Experts" was hosted by African Civil Aviation Commission (AFCAC) in Dakar, Senegal on 5 - 7 March 2025.
The course was carried out in partnership with European Union Aviation Safety Agency (EASA) and financed by the EU-funded project “The Operationalisation of the SAATM – Support to AFCAC”.
The primary goal of this training was designed to equip African aviation experts with foundational knowledge of understanding competition regulation, incumbent behaviour within an industry setting (Strategic advantages of incumbency), anti-competitive practices, investigation procedures, identifying tools for prompt intervention (interim measures and commitments) enforcement mechanisms.
The training was moderated by three experts in terms of the dissemination of content and discussion of case studies.
The training course delivered insights into various competition-related topics including:
• Anti-competitive Agreements and Cartels
• Exemptions
• Abuse of Dominant Position
• Mergers and Acquisitions
• Bid-Rigging
• Promotion of Competition
The course brought together experts from 25 AFCAC Member States, including representatives from Civil Aviation Authorities (CAAs), National Competition Authorities, and the COMESA Competition Commission.
This training aimed to equip African aviation professionals with essential knowledge on competition regulation, anti-competitive practices and enforcement mechanisms – ensuring a fair and competitive air transport market across the continent.
