RSOO Governance in a Liberalised Market

As African air transport continues to advance under the Single African Air Transport Market (SAATM), Regional Safety Oversight Organisations (RSOOs) are expected to play an increasingly strategic role in supporting harmonised safety oversight, regional integration and effective aviation governance.

Organised under the OPER SAATM Project, this executive capacity-building programme brings together the CASSOA Board of Directors and senior management to strengthen strategic leadership and support informed decision-making on the future development of the organisation. The programme explores how RSOOs can adapt to a liberalised aviation market while maintaining effective safety oversight and sustainable institutional governance.

About the programme

Over three days, participants will examine international RSOO governance models, regional regulatory developments and the evolving role of CASSOA within the East African Community. Discussions will cover governance, institutional development, economic regulation, performance-based oversight and strategic planning, while providing an opportunity for Board members to exchange views and develop recommendations for the organisation's future direction.

The programme combines expert presentations, interactive discussions, comparative case studies and strategic reflection sessions, encouraging participants to translate international good practices into practical actions adapted to the East African context.
